Weekly turn · dominoes
Morning report → recruit 1–2 NPCs (scout free, hire reveals secondary skill) → assign to department slots → draw 5 decree cards, play 1 → resolve crisis if triggered → end-of-week efficiency and faction tick → map tiles refresh.
Satisfaction: “I knew putting her in Trade was the right call” — or the Morale collapse you ignored three turns ago.

Food, Trade, Defense, Morale, Infrastructure — each 3 slots, efficiency 0–100, decay per empty slot. Hidden skills revealed after 4+ weeks or relationship events.
Mayor’s daughter Sera watches competence, not heroics — Week 8 crisis assist unlocks Thrive/Legacy endings. Romance is consequence, never pursuit.
